Police Magistrates to Acting Colonial Secretary Magistracy, Hong Kong
9th March, 1886.
In reply to your letter of 5th inst., the Magistrates have the honour to state that, in their opinion, flogging might be employed with advantage in cases of,
1. Larceny and offences now or hereafter by law deemed or declared to be simple Larceny or punishable as simple Larceny,
2. Returning from banishment.
